Adobe Acrobat is a family of computer programs developed by Adobe Systems. They can be used to view, edit, annotate, create, and manage PDF files. There is a Standard and a Pro version, both of which are commercial.
Abode also offers http://alternativeto.net/software/adobe-reader/ for free, it supports annotations but not editing.
